Nolryn and the General exchanged long-suffering glances. “Majesty,” Rau tried again, “We’re not going to keep coming up here to resolve your own state’s problems.”

Queen Shala’s face spread in an attempt at a flattering grin. “Oh, but you’re so good at it!”

Nol struggled not to bury his face in his hands. How long had they been in the city now, trying to get this woman to take responsibility for her region? He’d been dreading meeting her pretty much since Majesty had told him he was glad Nol had been accepted into the Own, because it meant that with a royal in the ranks, he wouldn’t have to go up there and meet with her himself.

“Silrona should not keep coming up time after time as one of Raykin’s problems,” he said with strained patience, vaguely wondering if he was this bad with Majesty, “It wouldn’t take much to keep your population under control, stop them from turning to looting caravans. Silrona’s army is certainly sizable enough that you could station groups of maybe fifty men in different regions. Have them take control of the land again, and—”

Shala shook her head. “The numbers in Silrona’s army aren’t the problem,” she said, spreading her hands helplessly, “The problem is that I have no control over them. Surely you’ve noticed yourselves that half of the bandits are former, or even current soldiers.”

“I had noticed that,” Nol muttered under his breath in Raykinian.

“So take control back,” Rau told her.

The queen shook her head again. “I can’t take back what was never there to begin with.”

The General frowned. “You had control no more than two years ago…”

Shala held up one hand, her thumb and forefinger held closely together as though pinching the air. “Very, very tenuous control,” she admitted, “Which I lost when I said no to a pay rise.”

Nol folded his arms. “How much do they get paid?”

Shala shrugged. “Between three and five hundred gold pieces per year, depending on their Division.”

Prince and General took simultaneous sharp intakes of breath. “That, that would lose your control, yes,” Rau conceded, “It should be at least double that.”

Now it was the queen’s turn to look shocked. “Silrona doesn’t have that kind of money!”

Nolryn sighed heavily, rapidly losing his patience with the Silronan Queen. “Well you should! You have enough Aeia-damned Houses stationed around this place. Where does all that money go?”

“Empress Shizaaqa.”

He couldn’t help slapping his forehead this time. Somehow, everything in Kazin was inherently someone else’s fault. “Well, Shala, you had better find some way of making enough money in this state to pay your soldiers.”

“Well what would you suggest, then?”

“It’s your state; you figure it out. Raykin’s not willing to take responsibility for your own bandit problems anymore. The next time we hear of anything, if we hear of a single Raykinian caravan being robbed, Raykin’s retribution will be swifter than your underpaid army could handle.”
